Germany's e-invoicing mandate is already in motion. Since January 2025, businesses have been required to receive structured electronic invoices, and from January 2027, mandatory issuance will begin for companies above the €800,000 turnover threshold.
For businesses using NetSuite, the challenge goes beyond meeting regulatory deadlines. It means understanding which invoice formats to use, how to exchange them, and how to manage incoming and outgoing electronic invoices within existing finance processes.
In our recent webinar on Germany e-invoicing, we explored these requirements and demonstrated how the Novutech × Invopop integration supports electronic invoicing directly in NetSuite.
Missed the session? Here are the six key takeaways, from Germany's regulatory timeline to the practical NetSuite workflows.
Germany is introducing mandatory electronic invoicing for domestic B2B transactions in phases. The first requirement concerns receiving electronic invoices, followed by the obligation to issue them.
The main milestones are:
The German e-invoicing mandate primarily concerns domestic B2B transactions between businesses established in Germany.
The requirements also differ depending on the transaction type:
Cross-border transactions, such as invoices from a German company to a customer in France or Poland, are not subject to the same domestic German B2B issuance obligation.
Certain exceptions also apply, including invoices with a gross amount of up to €250 which are exempt from the E-Invoicing mandate.
During the transitional period, businesses can still use conventional invoices under specific conditions. From 2027, the transition rules become more restrictive for companies above the €800,000 threshold.

Germany primarily uses two electronic invoicing formats: XRechnung and ZUGFeRD. Both enable structured, machine-readable invoice processing, but they differ in how information is presented.
XRechnung is an XML-based format designed for electronic processing.
Invoice information is stored in a structured file that can be read directly by compatible accounting systems.
Unlike a conventional PDF, XRechnung does not include a familiar visual invoice layout. A separate viewer or rendering tool is needed to display the data in a human-readable format.
XRechnung can be transmitted by email or through the Peppol network.
ZUGFeRD is a hybrid format that combines:
This allows recipients to view the invoice as a traditional PDF while enabling automated processing of its structured data.
ZUGFeRD can be particularly practical for businesses accustomed to PDF invoicing, as it preserves the familiar visual format.
With traditional PDF invoices, accounting systems often rely on Optical Character Recognition (OCR) to extract information.
Structured electronic invoices work differently: invoice data can be read directly from the XML file.
This avoids certain recognition errors associated with OCR, such as misinterpreting numbers or characters.
Both formats support electronic invoicing in Germany, provided the applicable technical and regulatory requirements are met.
Peppol is an international network that allows businesses to exchange structured electronic documents directly between connected systems.
In Germany, it is one of the available channels for transmitting electronic invoices, alongside email.
When invoices are sent by email, the recipient receives the electronic document and processes it through their accounts payable workflow.
With Peppol, the exchange takes place through a network connecting registered participants.
Once the relevant sender and recipient configurations are in place, invoices can be transmitted directly between their systems.
This enables:
Peppol is not mandatory for every domestic German B2B invoice. Email remains an available transmission channel for compliant electronic invoices.
In the Novutech × Invopop integration presented during the webinar, XRechnung can be sent through Peppol, while ZUGFeRD invoices are delivered by email.
NetSuite can manage outgoing electronic invoices through the Novutech × Invopop integration.
The workflow starts with a standard invoice created in NetSuite. The integration then handles the processing and transmission of the electronic invoice in the configured format.
Before sending an electronic invoice, customer information must be correctly maintained in NetSuite.
Relevant information includes the customer address, email address and electronic invoicing settings.
The integration adds a dedicated E-Invoice Preferences section to customer records, including:
The connector can also retrieve Peppol registration information through a directory lookup.
This lookup uses customer identification data, including the VAT identification number, to search for a matching registration.
The process can run automatically through a scheduled script or be triggered manually.
Once the customer is configured, the invoice can be created through the standard NetSuite process.
The integration prepares the invoice data and passes it to Invopop, which generates the corresponding electronic invoice format.
The invoice can be processed automatically through a scheduled script or sent immediately using the Send Invoice button.
The delivery method depends on the customer's configuration.
For XRechnung: the invoice can be transmitted through the Peppol network to a registered recipient.
For ZUGFeRD: the hybrid PDF/XML invoice can be delivered to the customer's configured email address.
Both scenarios were demonstrated in NetSuite, using invoices that had already been created in the ERP.
The electronic invoice status is available directly in NetSuite.
For example, an invoice initially marked Generated is updated to Sent after successful transmission in the demonstrated workflow.
Related invoice documents and communication records can also be accessed from the relevant NetSuite record.
This allows users to continue managing outgoing invoices within their existing ERP environment.
Germany's e-invoicing requirements also affect accounts payable.
Since January 2025, businesses have generally been required to accept structured electronic invoices for domestic B2B transactions.
The Novutech × Invopop integration supports incoming invoice processing through email or Peppol.
Incoming invoices are received through Invopop, where their structured information is validated and made available for processing in NetSuite.
Users can access the incoming invoices, review the XML data and consult the available documents.
The integration offers two approaches to creating vendor bills.
The Draft Bill workflow introduces an intermediate step before creating the final vendor bill.
Users can review the information extracted from the electronic invoice and complete or adjust relevant fields.
For example, the billing period, dates and other accounting information can be checked before processing.
Once the information is confirmed, the invoice is converted into a NetSuite vendor bill.
This workflow is also compatible with three-way matching.
The second approach allows a vendor bill to be created directly from the structured invoice information.
The relevant invoice fields are automatically populated in NetSuite.
The bill then opens in edit mode, allowing users to review the information and make corrections before saving.
Incoming electronic invoices may originate from suppliers that have not yet been created in the ERP.
In this situation, the integration provides a Create Vendor option.
The supplier details available in the invoice are used to prepopulate a new vendor record.
After reviewing and saving the supplier, the user can return to the incoming invoice and continue processing it.
The existing payment process remains unchanged.
The Novutech × Invopop solution connects NetSuite with electronic invoicing infrastructure, covering both accounts receivable and accounts payable workflows.
The integration combines two components.
Invopop handles electronic invoice processing, including format generation, validation and transmission.
Novutech developed the connector between NetSuite and Invopop, allowing electronic invoicing processes to operate within the ERP environment.
The solution supports the German formats discussed above and is also being developed to cover electronic invoicing requirements in other European countries.
A typical implementation timeframe discussed during the webinar was four to five weeks, depending on the existing configuration and project requirements.
Before implementing an e-invoicing solution, several elements need to be considered:
Companies that already have an accounts payable solution capable of handling compliant electronic invoices may not need to replace it.
The appropriate setup depends on the existing systems and processes.
Germany's e-invoicing mandate introduces new requirements for how businesses issue, receive and process invoices.
For NetSuite users, the main considerations are the applicable deadlines, the required electronic invoice formats, the transmission channels and the integration with existing finance workflows.
The Novutech × Invopop solution supports these processes directly within NetSuite, including:
These capabilities were illustrated through practical NetSuite demonstrations during our webinar.
Preparing for Germany's e-invoicing mandate involves more than generating an XML file. Businesses need to ensure their invoicing processes can handle the required formats, delivery channels and incoming and outgoing invoice flows.
At Novutech, we help companies connect electronic invoicing requirements with their NetSuite environment through our integration with Invopop.
Whether you're preparing for Germany's 2027 deadline or reviewing your existing electronic invoicing setup, our team can help you identify the right approach.
